Parties who wish to apply for this request for proposal (“RFP”) should submit a proposal inaccordance with the following instructions. 1. Scope of workA)Providing advisory services to JOGMEC within the following Scope of Work:Regular in-depth facts and analytical reports for the following issues: These reports will total no lessthan 65 pages during the service period of this Agreement as stipulated in 2 below. Topics will varybased on developments and JOGMEC’s interests, but will include pertinent issues drawn from thefollowing themes:i. Iraq• Strategies and approaches on oil field acquisition and development by Western and AsianIOCs engaging in oil and gas development in Iraq, including operations in Kurdistan andfarm-in/farm-out of ongoing operations in Iraq.

• Information about the power structure, decision making and the political situation in Iraq• Information on progress of existing projects. • Security issues impacting on JOGMEC interests and assistance in the selection andmanagement of appropriate security companies.

• Policies and strategies of the United States and other major foreign countries regarding Iraq.

• Other useful information that will help JOGMEC to pursue upstream business opportunitiesin Iraq.

ii. Iran Strategies and approaches by international IOCs on Iranian energy and infrastructureprojects Movement on sanctions relief, both primary and secondary, for US Companies wishing todo business in Iran.

 Polices and strategies of the United States and other major counties regarding Iran.

iii Myanmar Specific issues requested by JOGMEC.

2iv Decarbonization The above countries’ policies on decarbonization including carbon capture, utilization andstorage (CCUS), clean fuel (hydrogen, fuel ammonia and ethanol).

B) Providing routine e-mail access to the person in charge of the service for additional information orfollow-up from previous reports on an as-needed basis or for any questions/inquiries from JOGMECregarding the Iraqi energy sector, Iraqi internal politics and legislative updates and regardingMyanmar situations.

C) Providing additional advisory services on other foreign locations outside Iraq, as deemed of interestby JOGMEC.

D) Providing in-house briefings to JOGMEC in Japan depending on JOGMEC’s needs.

2. Contract TermFrom April 1, 2023 (Tentative) to March 31, 2024.

3. BudgetTotal budget is equal to or below 45,000 USD. This is NOT the contract price and is the maximum limitof the budget. The quotation shall NOT exceed the above-mentioned budget. The cost performancewill be included in the evaluation criteria.

4. Qualification Requirements to become a Contractor:A) A potential contractor must have:(a) capability of implementing the Scope of Work described in Item 1. (b) sufficient track records of the Scope of Work described in Item 1. (c) the financial and human resources necessary to carry out the Scope of Work described inItem 1. (d) high level of capability of intelligence-gathering and analysis, and accessibility to relevantgovernments to understand fluid situation in Iraq, Iran and Myanmar. The person in chargeof the service also should have experience to analyze policies and strategies of the UnitedStates and other major foreign countries regarding Iraq, Iraqi central and local governmentand foreign countries to understand complicated situation in Iraq for upstream business inIraq. (e) professional experience and management or intelligence analysis experience in the U.S. orEuropean government or a relevant research organization.

(f) deep relationship with IOCs engaging in oil and gas development in Iraq, U.S. and Europeanintelligence organizations and think tanks, and security service companies.

(g) deep knowledge and enough track record of the politics, economy, and upstream oil industryof Iraq, Iran and Myanmar.

(h) experiences of same or similar professional service as well as provide a lot of reports, papersetc.

3(i) communication with JOGMEC in Japanese or English.

(j) necessary human resources in U.S.

(k) necessary contacts and meetings with JOGMEC HQ and Washington Office when JOGMECrequests. B) A potential contractor must be:(a) (Only for entities who are registered in Japan) a business entity who shall have governmentalqualifications; A, B or C rank in ”Service” of Reiwa 04・05・06FY (FY2022, 23 and 24)“Zenshocho Toitsu Shikaku”. (b) a business entity who shall not be currently under a suspension of business order asinstructed by the Japanese government administrative organization.

(c) a business entity who shall not come under Article 3 of “Public announcement on thequalifications for participating in the tendering procedures by Japan Organization for Metalsand Energy Security.”5. Any proposals submittedother than by e-mail shall not be accepted or reviewed. JOGMEC will not bear any costs incurredby the Contractor in the process of preparation and submission of the proposals.

7. Evaluation of Proposals(1) Evaluation CriteriaThe proposals submitted in response to RFP by the deadline will be evaluated based on the criteriaspecified in the appendix 2, “Evaluation of Proposals”.

(2) Result of EvaluationThe evaluation result (name of the selected Contractor) will be disclosed on JOGMEC’s websitewithin 72 days (93 days for the Contract concluded in April) from the contract execution date. Notethat the evaluation process will not be disclosed.

8. Note:(1) The language(s) used on this contract are/is Japanese or English.

(2) The currency used on this contract is USD.

(3) JOGMEC will use the proposal solely for the purpose of the evaluation of the work. (4) This contract stands on the premise that the fiscal year 2023*budget for this item is approvedand JOGMEC undertakes this research in fiscal year 2023. *April 2023-March 2024(5) Any matters not specified in this notice shall be settled upon consultation with JOGMEC.

1Appendix 2Evaluation of ProposalsThe requirements for qualifications of applicants in the public notice will be judged, and those judged thatmeets requirements will be reviewed with respect to the following three parts, “(1) Technical Evaluation”,“(2) Cost Performance” and “(3) Promotion of Work-life Balance and Gender Equality”. The point allocationis 71, 25, and 4 points respectively, for a total of 100 points. The applicant with the highest total scorefrom five evaluators will be selected as a candidate for the contractor. Each evaluation part is described asfollows.

(1) Technical Evaluation (71 points)All the technical criteria and their point allocations are given in Table 1. The technical criteria to beevaluated are divided into mandatory items and additional-point items. If the proposal satisfies thecriteria for all the mandatory items, full score will be given for each mandatory item automatically. Onthe other hand, if the proposal does not satisfy the criterion for any one of the mandatory items, thenthe proposal will be rejected. For the additional-point items, additional points will be scored using thefollowing the matrix given in Table 2.
