調達案件番号0000000000000413464調達種別一般競争入札の入札公告（WTO対象）分類物品・役務調達案件名称衆議院議長公邸外２か所で使用する電気公開開始日令和05年11月15日公開終了日令和06年01月18日調達機関衆議院調達機関所在地東京都調達品目分類その他物品公告内容入札公告 次のとおり一般競争入札に付します。 令和５年11月15日 支出負担行為担当官衆議院庶務部副部長 庶務部会計課長事務取扱 元尾 竜一◎調達機関番号 001 ◎所在地番号 13○第３号１ 調達内容 (1) 品目分類番号 26(2) 購入件名及び数量 衆議院議長公邸外２か所で使用する電気 予定契約電力 入札説明書による。 予定使用電力量 入札説明書による。(3) 調達件名の特質等 入札説明書による。(4) 使用期間 令和６年４月１日から令和７年３月31日まで (5) 需要場所 入札説明書による。 (6) 入札方法 入札書に記載する金額は、各者において設定する契約電力に対する単価（基本料金単価）及び使用電力量に対する単価（電力量料金単価）を根拠とし、あらかじめ本院が別途提示する月ごとの予定契約電力及び予定使用電力量に基づき算出した対価の年間総価を入札金額とすること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10％に相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。２ 競争参加資格 (1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。 (2) 予算決算及び会計令第71条の規定に該当しない者であること。 (3) 令和４・５・６年度衆議院競争参加資格（全省庁統一資格）「物品の販売」の「Ａ」、「Ｂ」又は「Ｃ」の等級に格付けされ、関東・甲信越地域の競争参加資格を有する者であること。(4) 「衆議院所管の物品等の契約に係る指名停止等の取扱いについて」（平成26年6月25日事務総長決定）に基づく指名停止を受けていないこと。 (5) 電気事業法第２条の２の規定に基づき小売電気事業者の登録を受けている者であること。(6) 予算決算及び会計令第73条の規定に基づき支出負担行為担当官が定める入札参加資格として、省ＣＯ２化の要素を考慮する観点から、入札説明書に記載する基準を満たす者であること。３ 入札書の提出場所等 (1) 入札書の提出場所、契約条項を示す場所、入札説明書の交付場所及び問い合わせ先 〒100―0014 東京都千代田区永田町１― ７―１ 衆議院庶務部会計課調達係 中西 剛史 電話03―3581―5111 内線34380 (2) 入札説明書の交付方法 上記３(1)の場所及び電子調達システムにおいて交付する。(3) 入札説明書の交付期間 令和５年11月15日から令和５年12月20日まで（土曜日、日曜日及び祝日を除く。）の、10時00分から17時00分（12月20日は12時00分）まで。 (4) 入札書の受領期限 令和６年１月17日12時00分（郵送の場合は書留で必着のこと。） (5) 開札の日時及び場所ア 日時 令和６年１月18日11時00分イ 場所 衆議院第二別館５階会計課入札室４ 電子調達システムの利用 本件は電子調達システムを利用した入開札手続により実施するものとする。ただし、紙による入札書の提出も可とする。５ その他 (1) 入札及び契約手続きにおいて使用する言語及び通貨 日本語及び日本国通貨。 (2) 入札保証金及び契約保証金 免除。 (3) 入札者に要求される事項 この一般競争に参加を希望する者は、入札説明書に示す書類を事前に提出しなければならない。提出した当該書類は支出負担行為担当官において審査し、採用し得ると判断した者のみを入札の対象とする。なお、支出負担行為担当官から当該書類について説明を求められた場合は、これに応じなければならない。 (4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。 (5) 契約書作成の要否 要。 (6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で、最低価格をもって有効な入札を行った入札者を落札者とする。 (7) 詳細は入札説明書による。６ Summary (1) Official in charge of disbursement of the procuring entity: MOTOO Ryuichi, Deputy Director General, General Affairs Department（in charge of Accounts Division）, House of Representatives (2) Classification of the products to be procured: 26(3) Nature and quantity of the products to be required: Electricity for the Official Residence of the Speaker of the House of Representatives and two other places, contract as designated in the tender document and the estimated electricity as designated in the tender document (4) Delivery period: From 1 April 2024 ― 31 March 2025 (5) Delivery place: As designated in the tender document (6) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender shall be those who:1 do not come under Article 70 of the Cabinet Order on the Budget, Auditing and Accounting; this stipulation is waived for minors or other persons under the supervision of a guardian or assistant, provided that they have the supervising person’s consent to enter into a contract;2 do not come under Article 71 of the Cabinet Order on the Budget, Auditing and Accounting;3 are classified as Grade A, B or C in the Sales of products in terms of the qualification for participating in tenders invited by the House of Representatives (Single qualification for every ministry and agency) by the Kanto Koshinetsu Area for the purpose of procurement in fiscal 2022, 2023 and 2024;4 have not had their designated contractor status suspended by the House of Representatives;5 have obtained registration of the electricity retail business in accordance with Article 2-2 of the Electricity Business Act; and6 meet the qualification requirements stated in the tender document from the viewpoint of considering carbon dioxide reduction; this is the qualification to participate in tendering mandated by the official in charge of disbursement of the procuring entity in accordance with Article 73 of the Cabinet Order (7) Time-limit for tender:12:00，17 January 2024 (8) Contact point for the notice : NAKANISHI Tsuyoshi, Procurement Section, Accounts Division, General Affairs Department, House of Representatives, １―７―１ Nagata-cho, Chiyoda-ku, Tokyo 100―0014, Japan.
