入札公告　　次のとおり一般競争入札に付します。　　平成31年３月20日　　　支出負担行為担当官　　　　　税務大学校副校長　市田　浩恩　◎調達機関番号　015　◎所在地番号　11　１　調達内容　(1)　品目分類番号　93　(2)　契約件名及び予定数量　　　平成31年度「普通科」における簿記会計学及び通信研修「税務会計」面接授業の実施委託業務（区分４）　(3)　調達件名の特質等　入札説明書による。　(4)　契約期間　契約締結日から平成31年11月29日　(5)　納入場所　入札説明書による。　(6)　入札方法　入札金額は、講義実施単価に予定数量を乗じた金額と研修教材単価に予定数量を乗じた金額を加算したものを記載すること。なお、落札決定に当たっては、入札書に記載された金額に当該金額の８％に相当する金額を加算した金額をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の108分の100に相当する金額を入札書に記載すること。　２　競争参加資格　(1)　入札参加区分　　平成31・32・33年度財務省競争参加資格（全省庁統一資格）において「役務の提供等」の「Ａ」、「Ｂ」又は「Ｃ」の等級に格付けされ、関東・甲信越地域の競争参加資格を有する者、又は当該競争参加資格を有していない者で、入札書の受領期限までに競争参加資格審査を受け競争参加資格者名簿に登載された者であること。　 (2)　予算決算及び会計令第70条の規定に該当しない者であること。　なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。　(3)　予算決算及び会計令第71条の規定に該当しない者であること。　(4)　各省各庁から指名停止等を受けていない者（支出負担行為担当官が特に認める者を含む。）であること。　(5)　経営の状況又は信用度が極度に悪化していないと認められる者であり、適正な契約の履行が確保される者であること。　３　入札書等の提出場所等　(1)　入札書の提出場所、契約条項を示す場所、入札説明書の交付場所及び問い合わせ先　　　　〒351−0195　埼玉県和光市南２−３−７　　　　税務大学校総務課会計係　小林　丈泰　　　　電話048−460−5001　内線2142　(2)　入札説明書の交付方法　随時交付する。　(3)　証明書等の受領期限　平成31年４月15日　17時00分　(4)　入札書の受領期限　　平成31年４月18日　17時00分　(5)　開札の日時及び場所　平成31年４月19日　10時30分　税務大学校和光校舎 管理棟４階 第３会議室(Ｂ)　４　電子調達システムの利用　　　本件は、電子調達システムを利用した応札及び入開札手続により実施するものとする。ただし、紙による入札書の提出も可とする。　５　その他　(1)　入札及び契約手続において使用する言語及　び通貨　日本語及び日本国通貨に限る。　(2)　入札保証金及び契約保証金　免除。　(3)　入札の無効　本公告に示した競争参加資格　のない者のした入札及び入札に関する条件に　違反した入札は無効とする。　(4)　契約書作成の要否　要。　(5)　落札者の決定方法　予算決算及び会計令第　79条の規定に基づいて作成された予定価格の　制限の範囲内で最低価格をもって有効な入札　を行った者を落札者とする。　(6)　手続における交渉の有無　無。　(7)　競争参加資格の申請の時期及び場所　　　「競争参加者の資格に関する公示」（平成30年11月26日付官報）に記載されている時期及び場所のとおり。　(8)　その他　詳細は入札説明書による。　６　Summary　 (1)　Official in charge of disbursement of the procuring entity : Hirooki　Ichida, Vice President, National Tax College.　(2)　Classification of the products to be 　 procured : 93　(3)　Nature and quantity of the products to　 be purchased : Service of bookkeeping training for general course and interview lesson in communications training tax accounting, the fourth group.　(4) Fulfillment period : From the date when contract is concluded through 29 November, 2019　(5)　Fulfillment place : As shown in the 　tender explanation.　(6)　Qualification for participating in the　 tendering procedures : Suppliers eligible　 for participating in the proposed tender　 are those who shall;　　　have Grade “A, B or C offer of services etc” in terms of the qualification for participating in tenders by Organization in Kanto・Koushinetsu area related to Ministry of Finance (Single Qualification for every ministry and agency) in the fiscal years 2019, 2020 and 2021.　 2　Not come under Article 70 of the 　 Cabinet Order concerning the Budget,　 Auditing and Accounting.
