　　　　入 札 公 告　　　次のとおり一般競争入札に付します。　　令和元年１２月２５日　 　 支出負担行為担当官　 　 　特許庁総務部会計課長 鈴木　謙次郎　◎調達機関番号　019 ◎所在地番号 13　１　調達内容　(1)　品目分類番号　116　(2)　調達件名及び数量　個別プロジェクト（審判システム刷新プロジェクト）担当支援業務に係る労働者派遣 １名　(3)　調達案件の仕様等　入札説明書による。　(4)　契約期間　令和２年４月１日から令和３年３月３１日までとする。　(5)　履行場所　入札説明書による。　(6)　入札方法　入札金額は、本件で予定する派遣員１名の１時間当たりの派遣代金を記載すること。　なお、落札決定に当たっては、入札書に記載された金額に当該金額の１０パーセントに相当する額を加算した金額（当該金額に１円未満の端数が生じたときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の１１０分の１００に相当する金額を入札書に記載すること。　２　競争参加資格　（１）予算決算及び会計令（以下「予決令」という。）第７０条及び第７１条の規定に該当しない者であること。　なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、予決令第７０条中、特別の理由がある場合に該当する。　（２）平成３１・３２・３３年度又は令和１・２・３年度経済産業省競争参加資格（全省庁統一資格）「役務の提供等」の「Ａ」、「Ｂ」又は「Ｃ」の等級に格付されている者であること。　（３）経済産業省からの補助金交付等停止措置又は指名停止措置が講じられている者ではないこと。　（４）過去３年以内に情報管理の不備を理由に経済産業省との契約を解除されている者ではないこと。　（５）「労働者派遣事業の適正な運営の確保及び派遣労働者の保護等に関する法律」に定める労働者派遣事業者であること。　（６）事業者として全ての派遣労働者を社会保険へ加入させていること。　３ 入札書の提出場所等　(1)　 入札書・応札資料の提出場所、契約条項を示す場所及び問い合わせ先　〒100-8915　東京都千代田区霞が関三丁目４番３号　特許庁総務部会計課契約第二班契約第五係　荻野　忍　電話03−3581−1101　内線2215　(2)　入札説明書の交付場所　電子調達システムから入手すること。　(3)　入札書・応札資料の受領期限 令和２年２月２０日１７時００分（郵送の場合は必着のこと） 　(4)　開札の日時及び場所　令和２年２月２６日１０時３０分 特許庁会計課入札室（特許庁庁舎２階南側）　(5)　競争参加者は、提出した入札書の変更及び取り消しをすることができない。　４　電子調達システムの利用　　本件は、電子調達システムを利用した入札及び開札手続により実施するものとする。ただし、紙による入札書等の提出も可とする。詳細は入札説明書のとおり。　５　その他　(1)　入札及び契約手続において使用する言語及び通貨　日本語及び日本国通貨に限る。　(2)　入札保証金及び契約保証金　全額免除。　(3)　入札の無効　本公告に示した競争参加資格のない者による入札及び入札に関する条件に違反した入札書は無効とする。　(4) 入札者に求められる義務 この一般競争に参加を希望する者は、入札説明書に掲げる証明書等を入札書の提出期限までに提出しなければならない。入札者は当該証明書等に関し説明を求められた場合は、それに応じなければならない。なお、入札者の提出した証明書等は特許庁において審査するものとし、採用し得ると判断した証明書等を添付した入札書のみを、落札決定の対象とする。　(5)　契約書作成の要否　要。　(6)　落札者の決定方法　支出負担行為担当官が採用し得ると判断した規格証明書を提出した者であって、予決令第７９条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。　(7)　手続における交渉の有無　無。　(8)　その他　詳細は入札説明書による。　６　Summary　(1) Official in charge of disbursement of the procuring entity: Suzuki Kenjiro Director of the Budget and Accounts Division, General Affairs Department, Japan Patent Office　(2) Classification of the services to be procured: 116　(3) Nature and quantity of the service to be required:　A dispatched worker for supporting regular staffs in individual project (the appeal system renovation project) 　 (4) Fulfillment period: From 1 April 2020 through 31 March 2021　(5) Fulfillment place: As per the specifications　(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:　Ⅰ. Do not come under Article 70 and Article 71 of the Cabinet Order concerning the Budget， Auditing and Accounting． Furthermore， minors， Person under Conservatorship or Person under Assistance that obtained the　consent necessary for concluding a contract may be applicable　under cases of special reasons within the said clause;　Ⅱ. Have Grade A，B or C in offer of service in terms of the qualification for participating in tenders by Ministry of Economy， Trade and Industry (Single qualification for every ministry and agency) in the fiscal years 2019，2020 and 2021　Ⅲ. Are not the subject of (a) an order prohibiting them from receiving subsidies from the Ministry of Economy， Trade and Industry (METI); (b) an order prohibiting them from　concluding contracts with METI; or (c) an order disqualifying them from bidding for METI projects conducted under the “designated bidder” system．　Ⅳ. The worker dispatching business operator is a business operator prescribed by the Act for Securing the Proper Operation of Worker Dispatching Undertakings and Improved Working Conditions for Dispatched Workers.　Ⅴ.
